There is a chasm between the Maoists in India and their Nepali counterparts. They have broken away from each other. So, while the rift might have damaged the Naxals, it has come as a great advantage to the Central Government which is fighting the Maoist outfits. Also, this rift has drawn a line of division among the outfits associated with the ultra Left movement at international level. Italy's Communist Party Nuovo Partito Comunista Italiano (NPCI) has extended its support to the 'line' of the Indian Maoists. This new development has triggered a rift in the Communist Party of Nepal (Maoists). The differences between Indian Maoists and their Nepali counterparts have created cracks in the efforts of Maoists to establish a 'Red Corridor' from Andhra Pradesh to Nepal via Uttar Pradesh, Maharashtra, Chhattisgarh, Madhya Pradesh, Orissa and Bihar.

A senior official in the ministry of home affairs said there is a big reason behind Union Minister for external affairs SM Krishna's visit to Nepal. Diplomatic-political-administrative efforts are on to persuade the Maoists in India to follow the Nepali formula and to lay down the weapons. But instead of laying down arms, they have started instigating Nepal's People's Liberation Army to take to arms again and raise a voice of revolt against Maoist leader and former Nepal PM Pushp Kamal Dahal alias Prachand. Indian Maoists have alleged that their Nepali counterparts are hand in glove with the Congress, Samajwadi Party and the Bharatiya Janata Party to create ideological crisis in CPN (Maoists).

An interesting fact about the proxy war between Indian and Nepali Maoists is that the Communist Party of India (Maoist) has launched an offensive against India and has alleged that Communist Party of Nepal (Maoist) has struck a deal with the 'Imperialistic' Union Government of India. While Maoist leaders of India have called India a "plotter" and China a 'Big neighbour', the CPN has decided to bring a proposal to strike off 'Maoists' from its title in order to shun the stamp of China. Maoist leaders, who used to talk about revolution for class, are now engaged in a proxy war. There is trouble in the Maoists camp as CPI (Maoists) was planning to wage a war against Indian Government in association with the CPN experts. A blueprint was prepared to persuade the Coordination Committee of Maoist Parties and Organisation of South Asia (COCMPOSA) for giving its consent to wage a war jointly against Government of India. But this proposal was not accepted by the CPN (M). Even the Central Committee of CPI (M) wrote a letter to CPN (M) laying emphasis on a joint movement. However, CPN (M) did not consider it. So, the Maoists of India flared up. Documents are available in which general secretary of CPI (Maoist) Ganpati and spokesperson Azad, who are underground, have asked Indian Maoists to part ways with Nepalese Maoists. Azad says, "There is deep rift between Indian and Nepali Maoists."

The Communist Party (Maoists) of Nepal says, "Indian Maoists are angry as their counterparts in Nepal have abandoned the path of Maoism." However, there is proof that armed cadres of Indian and Nepali Maoists have participated in several joint operations. Even the Indian Maoists took part actively in a few operations inside Nepal. Following the intelligence inputs, the centre is well aware that Nepali Maoists have participated in several operations in Orissa, Bihar, Jharkhand, and Chhattisgarh after emergence of CPI (M) due to merger of People's War Group and Maoists Communist Centre (MCC). Intelligence agencies have concrete evidence about the participation of Nepal Maoists in Jahanabad Jail attack.

Intelligence inputs reveal that CPN (M) has played an active role in formation of CPI (M) and Nepali Maoist leaders participated in the Unity Congress. In COCMPOSA, the combined power of Indian and Nepali Maoists has been their identity. But under changed circumstances, a partnership does not seem possible.

The Communist Party of India (Maoists) is reported to have instigated the People's Liberation Army's combative cadre, who laid down weapons under UN surveillance following an initiative by Nepal Government, for taking up arms again. This move has drawn the serious attention of India.

A senior official of Intelligence bureau showed documents that corroborate that Indian Maoists have provoked PLA to take to arms again. Indian Maoists have described keeping of PLA cadres, who laid down their arms, in UN surveillance barrack as "arrest." Maoist leaders of India have rejected the proposal of Prachanda to include the PLA cadres, who laid their arms, into the Army. They have sent some pamphlets to Nepali PLA commanders, instigating them against destruction of PLA's Base Areas and disarmament of the PLA. In the pamphlets, they have said each revolution is aimed at snatching arms from security forces, not laying down weapons. They feel that PLA and the Youth Communist league that played an important role in earning public support and victory has been drifted apart. Indian Maoists say that PLA cadres laid down arms following a conspiracy by RAW. Instigating the PLA cadres, Maoist leaders have asked: "in case of attack by reactionary forces, from where you will procure arms? What will be character of the Army after inclusion of rebellion PLA into Nepal Army and who will take guarantee of it? Is there any guarantee that the Army like Indonesia and Chile will not torture Maoists? Even today Royal Nepal Army is a crucial fort of Nepalese Authority. If Nepal Army resorts to coup at the instance of reactionary forces and Imperialistic India, how will the Maoists secure themselves?"

Indian Maoist leaders feel that mass murder of family of Nepal King Birendra Vikram Shah was the outcome of a joint conspiracy of India and US. An intelligence officer showed a document in which it has been said that India and US were behind the mass murder of the King family. In the document, it has also been said that Maoists' war "failed to reach a conclusion" due to direct interference of Indian and US Army. CPI (Maoist) leaders have therefore instigated the cadres of PLA and dissolved Youth Communist League to take up arms again for waging a war to attain political power.

Intelligence officials say the such documents can prove damaging for relations between India and Nepal as they could can influence 20,000 PLA cadres hiding in the jungles. Reacting to the instigation, Baburam Bhattarai, a prominent Maoist leader from Nepal, said Indian Army was opposing the merger of Maoist guerrilla cadre and PLA into the Nepal Army. Meanwhile, India has accelerated its diplomatic activities as Maoists alleged that RAW was involved in several internal affairs of Nepal. Following the instigation, Indian ambassador to Nepal Rakesh Sood was termed a "spy" by sections of Nepal's media. Later he visited CPN (M) leader Prachanda's residence as a diplomatic move. Indian Maoists leaders have also expressed their doubts over the construction of Nepal Police Academy by the Indian Government.

An intelligence official said that the Centre gives more important to 'Disarm-Demobilize- Reintegration' (DDR) formula as being more appropriate than armed action against Maoists. This formula is being tested in Jammu and Kashmir. But Indian Maoists are opposed to it. Is it their resistance or fear? But available documents indicate that Maoists are apprehensive of losing control over armed cadres. So, they want to continue their show anyhow. The implication behind this step of the Indian Maoists is that the "Real battle was not to destroy Nepal Monarchy. But it is yet to take place against imperialistic India."

Faced with an identity crisis, Indian Maoists have concentrated on protesting Prachanda-Path across the world. Also, they want to prove Prachanda as Gorbachov of South Asia. Indian Maoists have objection over returning of properties seized during the Nepal revolution. They allege that Prachanda struck a deal with "imperialistic" Indians and has disturbed the revolutionary force of Nepal for which thousands of people laid down their lives.

Taking efforts to establish 'Prachanda-Path' as akin to Glasnost and Perestroika, the Indian Maoists have called parties, which were part of alliance with CPN (M) after election victory in April 2008, as imperialistic, feudal, and anti-people. They are also accusing Prachanda of forging an alliance with right-wing parties and taking pro-Indian steps.

They also allege that there is a conspiracy of Nepal's reactionary forces, the US and Indian Government behind the removal of Prachanda from the Government. A senior IB official said that some Indian Maoist do not like Prachanda and therefore, they are involved in instigating Nepali Maoists, saying that a 'personality cult' is not necessary in the Left movement. And there is no need to trust only a single leader. But Indian Maoists do not have answer to queries: how did a long series of ideologues like Marx, Lenin and Mao come into being in Left movement and how did people believe in these individual personalities for so long?

In fact, efforts of Indian Maoist leaders have in part influenced the CPN (Maoist) The expulsion of CPN (M) central committee member Matrika Yadav is also being seen as outcome of revolt in the Party. Leaders like CPN (Maoist) external affairs secretary Chandra Prakash Guzrel and Mohan Vaidya are members of anti-Prachanda lobby. Alike Indian Maoists, they are also angry over a deal with the outfit 'Mashal' of Bikram Singh.
